Burt is the god of whimsyism, he is the happiest being of all, so happy in fact that he is contained in the blue void in order to protect the Universe from his all commanding charisma. Although burt does not know much, he may say out loud what little he does know in such an inspirational tone that whoever hears will be fixated on it in a determined manner and will fail to carry out basic bodily processes. For instance, if burt were to proclaim "YOU ARE AN AVOCADO", anyone nearby would either completely stop moving as avocados mostly do, or would spend the rest of their days desperately trying to becombe an avocado by any means possible.
